Where would Agile values (feedback, communication, simplicity, courage, respect/humilty) be covered - seems at first blush to be just practice focused.

Agreed. Leffingwell's fundamental tenet is an attempt to explain the "why" of Agile. His book seems to be somewhat slanted on explaining what can be scaled, but not much depth in the how to scale it.
